It's two items, actually. Sodden Driftwood, and then an overlay called metal ruler. I saw a ton of people using the metal ruler, but had no idea what it was, then I got it from Major Drills by chance one day :)

On subetalodge you can filter items on rarity. So you can check for all minions (which are given out mostly by gd) between 65 & 89 to have the rares. Might want to double check though, not sure at what point the rare ones started, might be more than 65 or lower.
