Since the example answer is not rounded to the tens place, I'd assume you'd round to the ones place. I.e. just throw out the decimal.

I think I got it, but as a few others said, I'm confused by "round down"... I guess they mean "don't put the decimal" but it's still rather vague X_x

otherwise, this question isn't nearly as tough as it looks - there's only one hard/tedious part, and I found a rather nifty short-cutty way to do it

Though there's this ONE little thing that's throwing me off... the answer I got is probably okay, but still...

I don't think so. Intelligence points don't count when it comes to Blue Building stats, anyways.
