You can get old donation presents sometimes if you're lucky from vending machines, so the whole giving out old donation presents isn't new But it's still an awesome idea!
Come to think of it, this is like a suggestion I made recently in the Suggestion thingy. I suggested that old dp items be brought back at the end of the year so that newer players like me can have a chance at the older items.. Probably just a coincidence though.
