for the last few weeks there has been lack of restocks for npc. it used to be upwards of 50 on kumos now i'm lucky if i get 7. also on legacy is the same thing
2 other problems. the quest on the widget is not updating it stays 0/15. and the quests on kumos are still asking for expensive items

They are the same shops now, and use the same restock system.

There are threads reporting the quests on Kumos asking for expensive items in the Kumos Bug Reports subforum in Problems & Bugs, and please add your report about this issue on an existing thread there.
