How do you go up in rank?

I'm not sure if you have to finish the quest within a certain time to rank up, the quest page says "If you finish a quest fast enough, you'll even move up a rank." When you hand the items in it tells you if you've moved up. There are different rank levels that some items in the shop become visible at.
