If you go to the Wardrobe and hit "organize items" at the top, there is a link that says "layer achievements" and you can update the layers there. As for the overall, have you removed any clothing? If so, then the count has to catch up before counting again. If not, then you may have go to the organize items page to trigger. It has been a while since I have worked on those.
