I recently got and am hoping y'all can help me put together a HA with it. Something cutesy and spring/summery. I'd prefer a dark wig that makes the specs stand out, but otherwise color-matching the soft grey/green/blue/gold tones, please. No other CW's, and any HA gender is fine.

Hi :) I'm a newbie so I'm still a little hesistant to spend big SP's..

BUT I CAN'T FIND A DRESS I LIKE Aaaah!

The only dress I really like is Dozy Doats Fawn Dress and it's a whopping 3.5 million! (I'm still saving up for a nightmare potion for Rory Vega)

I'm looking for dresses similar to that one but for under 1mil... google searches for kind of what I'm going for: SWING DRESS, flare skirts, tutu dress, babydoll dress, skater dress (but preffered length is knee-length)

What's important to me is that the dress/skirt gives the illusion of wider hips than the hips of the avatar actually are. Unfortunately a lot of dresses follow the hipline :(

But since you're here, let's see what we can do! It looks like what you're looking for is something with a flared skirt. Maybe one of these would work? Finally, unrelated advice, while 3.5 mil is actually not that expensive for an item on this site (with stuff ranging up to 60-100mil out there) don't fret! You can totally design on a budget here on Subeta. When searching your wardrobe for items, un-check "only show items I own" and you'll be able to browse the entire site catalog! (Make sure to use the "show" drop-down menu and select "non-CWs" though. Just trust me on this one.) Come back anytime if you want full outfits on a budget, and happy avatar making!
