These advertisements are through Google's advertisement system, which means they are personalized based on your data such as your search history. I don't know what other data Google might be using to decide it.

For example, I never receive ads for dog products since I do not have a dog. Instead, I get ads for things like this one: https://i.imgur.com/m4L9W40.png

Rackspace (the thing being advertised) is a cloud web hosting service, so obviously this is personalized to the data Google has collected on me. It's completely done through Google, not anything on Subeta's end.

But the good news: you can actually both report ads, and change your ad settings to choose what kind of ads you want to see. Look closely at the advertisement image, in the top right corner. There are two tiny icons. Hover over the one on the left, and it will change to the word "AdChoices". Then, click on it. This will take you to a page that looks like this (using the advertisement I got above as an example): https://i.imgur.com/39GpbYS.png

On this page, I am told by Google why they are showing this advertisement to me - this one is because I must have visited the company's website at some point. Then it has a few useful links underneath: the options to report a bad advertisement, for instance, and links to where you can choose which ads to opt out to. The next time you see a Chewy ad, try looking for that icon on it and you will be able to take action as you wish regarding it.

Your general Google Ad Settings can be found here, where you can do things like choose what topics you want to opt in/out of advertisements for, etc: https://adssettings.google.com/

I hope this helps :)
