I am asking if this is intentional or not. I will post here when I find out an answer!

Hey guys got a quick response from our item admin. The system is set up for all for all vesnali flowers to be an option for floating. So everything should be floating. I am going to keep an eye out to see if I can get any. I already used up all the ones I got so I am not sure which ones I had and where they came from.

I'm looking into this - they should be floating (I feel like I've gotten one or two). There are a lot of flowers in the pool it chooses from, which is what I told Destiny earlier. I'm running some tests on my dev to see :)

I didn't have a chance to work on it Tuesday due to a lot of backend issues when we were getting the Scootle out. I'm going to look into it today, but worst case I'll just up the chance of getting one from Cinthia's quests to start at midnight. She's going to be giving them out a week after Vesnali ends, so you'll still have the chance at the flowers! I'll also go ahead and have some restock :)
