I finally found information about the item! Post in this thread states that it's a "no rules attached" item (most of Totodile's releases were private or semi-public) and that the slot price was 550 CSC. (Here's an archive link in case that thread gets purged off the face of Subeta.)

As such, that is the price I am taking for the item. :)
