The Phantom is a woman loving woman at a time when this was a freak and a monstrous thing. She dresses in the same opera suit, and hangs out in the opera because seriously many of the male roles in traditional opera are so dramatic they might as well be women ( I mean who acts like that, really), according to her. She covers her (unfortunate from her point of view) dainty chin and luscious lips with the mask so her masculine forehead, unibrow, and strong eyes dominate what people see of her face. And she sings a low richly resonant alto.
Christine is bi and doesn't quite realize it but of course the Phantom is stalking her and sees this clearly. Christine she thinks the Phantom is a man. Phantom has seen that Christine likes a guy who is also rather elfin looking and dares to reveal her true face. The mask reveal to such a conventional and dull creature as Christine is deeply and doubly shocking!
The reason this particular Phantom is allowed to creep around the opera house is that she is an extremely wealthy marachioness and her money and status keep the company alive. She has a ring of keys to a room that Christine's uncle who runs the company has forbidden her to enter!
