It varies by school to school and local custom since a Senior Prom is very commonly associated with education but is not officially a part of it. Therefore the minimum age of the invitee might be very low, as long as the inviter is (presumably) just about to finish secondary education and meets whatever other random attendance standards their particular school possesses.
Senior year is the last year of secondary education and corresponds to most students would be 18, but some might be 17 based on when they were born compared to the cutoff date for age for their first admission to any school. In the UK students are not required to remain in-school-prison so they can test out early with O-level instead of staying for any A-level. In the USA you are stuck.
This is the US so no guarantee any student that's a Senior could even begin to pass just one A-level.

Oh! Thank you for your detailed reply ^^ I understand now :D We transitioned from O-Levels to GCSE's at.. some point. My parents did O-Levels but I did GCSEs :) And the law changed a few years ago so we have to stay in education or an Apprenticeship until 18 :( The law didn't affect me but I went to college (17 and 18 years old, before university) anwyay :P
In RL I'm pretty old and my brother is older still and went to England for university, so I guess my information is seriously out of date! I have a friend who is nearly my age who did school in West Germany and they had the apprenticeship thing, so I guess all y'all are going continental.
