With those ears could only be a House Elf. She's forced to dress in that outlandish and humiliating fashion by one of the more historian-based Ravenclaw families as one of the house elves that helped carry the Magna Carta.
It wasn't even considered good-looking or fashionable for house elves, even a thousand years ago, and we know how wizards dress. It isn't that they're mean or know that they are being mean by doing this, it's that she doesn't complain, ever.
