Okay, so now that I'm seeing your images I can tell you this issue isn't related to the resizing site, but related to the image size you're working with. Your canvas is 514x514, which is not evenly divisible by 64. It is also over 8 times the size of the final image, which means that most of your details are going to completely eaten. Things like the eyes, fur details, and the brush details are not making it into the 64x64 because you're compressing them down to nothing.
I highly recommend redrawing your item image at a smaller size, AND one that is divisible by 64. I typically work on a 128x128 canvas, but I know for many people that is still too small for them while they're still learning how to draw item images. So I recommend either trying 192x192 (x3) or 256x256 (x4) at the absolute maximum size. You'll need to learn what brush sizes work for you, and what the smallest details you can do are to make them resize well.

That is looking much better! I think once you shade it, the rest of the details will really pop :)

hi there! I dont personally use PS for outlining (I use SAI) but to start : do you have pen pressure?
If you do, the first suggestion would be to enable it so that you can control the flow better. I usually draw my overlays as 250x500 (twice the size of the final overlay) and make lineart a bit thinner than the actual avatar's outline as a guideline :)

ohhh it's true, that drive exists! (i forgot about it oops, i should add more stuff to it QQ ) It's really a matter of preference, some people swear by PS only :)

Thickening lines isn't too hard. I don't think that needs to be touched on much, but I personally do 2px lines on the overlay unless it's specific items (such as trying to match the HA's lines for arms). For items it depends on the size you work in, I usually do 3 times the working size, so I do 3px. So, the first thing you want to do is getting the anatomy down. I can't really help with that for this so I am not even going to try (super sorry, but I fear it'd just worsen things). What I can say is to keep in mind that the HA is stationary. Let the HA flow into the legs, so there would be less of a bend in the hips.
For the fur, I think a good portion of the issue is that you put almost all of the texture into the highlight layer(s). This caused an over compensation. Bring the texture through all of the layers, this will give a good amount of texture while not relying on so much of the highlight. For this I actually recommend looking at the jollins (I say bloodred, graveyard, angelic, and darkmatter), because Rah did an amazing job at adding the texture in.
Don't give up. We have all had denials that basically beat us into a pulp. Especially me. Things like this challenge us to improve. And honestly, denials do help a lot; even ones that sting. You're going to get better, don't worry.

if you slapped some roses on the legs you'd prob get approved tbh, that seems to be the standard
shit talking aside, try using a thicker brush to mock the sites style if you do try again. When you draw something up close but then resize, it gets much thinner and an easy fix could be just duplicating the lineart layer.
don't let denials discourage you!! ;_;7 not being able to match the site's art style right away doesn't in any way reflect on your artistic abilities on the whole, and even artists who have been around on subeta for years get denials on items. i'm not by any means a regular among cw artists anymore, but it took me several items before i got a feel for it.
i don't draw new items often anymore, but my last approval was in december: this is the full, working-size for an example of my line thickness, and here's a 300% view of the outline & inlines. and then this is an old item but the shading texture is a lil fluffy/furry so that might be of some help! (then the items on-site for resize reference)
i work at 200% of the HA's size to draw, but a lot of/i think most artists work at a larger than than that (i'm too chicken to atm because my tablet is very old and my hands are shaky and so my line integrity really suffers for it).
overall tho!! it helps to work fairly large regardless, both in canvas size & in detail size, so that when the final overlay is scaled down nothing is made too muddy or too pixelated/crispy. depending on the program you use for digital artwork there are usually different settings for resizing, too; i'm not even slightly versed in image processing enough to suggest what's best/what the differences are when it comes to resizing methods/settings, but for different subject matter different ways work better & sometimes it's just a matter of try-it-and-see. "nearest neighbour" is never good for CWs though i do know that.
im sorry to bug y'all with a ping, but!! y'all are really helpful and/or doing furry butts atm and could potentially be a big help with weighing in! ;w; i've never cell shaded fur for a subeta item before & line art is really not my strong point guiowhg

Im pretty useless when it comes to furry butts but I can definitely help with the lining issues n_n CWs take a bit to get used to, but I promise once you get the hang of it, it's pretty simple! What art program do you use?

Hi thank you for the ping :D Unfortunately animal anatomy is not my strong suit so I haven't been able to offer the OP any help for that reason. However I'm sure there are many great fur baby artists around here who can offer some help. specialises in drawing animal booties and and tails and they might be able to weigh in their opinion. I'm sorry for the ping but seems to need some help fixing their booty anatomy and I think you might be able to help them.
I think your booty has a unique pose and lineart issues are one which is quite easy to fix ( and have shared some tips I personally use) so you're almost there with the second CW! Don't give up just yet! I have encountered the same problem with my lineart thickness when I returned to drawing CW recently and got denied for that several times but I can assure you that once you've got the hang of it things will get better!
hmm I don't use clip studio sorry ;; I'm currently at work but I could show you screenshots of lineart guidelines later if you want. As a reference, it's always slightly thinner than the outline contour of the HA's body!
Hey I just woke up so I'm not 100% useful yet for about two hours while my brain rehydrates but I want to post really quick because something was bothering me.
Duplicating the line art layer only works in certain cases, and in your case, it's going to make your problem worse. If your lines are already sharp and you duplicate them, it will make them even sharper. In your case you need to make them softer too, so do not duplicate your line art. Instead, make a layer above your current line art and with the same brush size you used before but with a softer brush, redraw / trace your existing line art again above it.
Here is an example of what I mean, using one of my older items when my lines were a bit sharper.
(the last part shows the 'soft' line art layer I did over the top)

Please let me know if you still need more help. I don't use the same program as you but I can still try my best to give you advice as I've had to juggle between programs a few times and learn a lot of skills between them :)
