Unfortunately, I don't believe this is actually a bug. Carl is now part of the quest givers that might have a piece of her bracelet.

In order to gain access you will need the Uncharted Land Map which can be created by putting together all of the map pieces:

I can confirm this is not a bug. They are pushing for people to complete the map so that you can access more areas of the site and participate in more things.
