I just did 15 of his quests and the most expensive item he asked for was 80k; both times I still made a (small) profit on completing the quests.

Maybe it's just bad luck on your end? :(

Yeah they are going to fluctuate due to new items or if he is asking for items that were asked for by recycle beast, other quests, etc. Locking as this is not a bug.
