Haha - as these are new games we really can't be exactly sure how high to make tiers or how many tiers to make. We can only go by the data we collect from staff testing, and it often happens that we are not as good as you guys! (I can only get to wave 13, booo)

Once Pirate Panic comes back as a real game, we'll add more tiers and such :) (And a few other achievements, too)
