That is unlikely to happen, just because someone could wishlist all of the rare / rarity 99 items on the site, it'd take all of the "knowing" out of restocking.

A clarification (even though this has stopped running) - The "purchase time" will only be for items that have been sitting in the shops and not been purchased, not rare items that only pop up once every few days :)

We've started seeing a few items vanish from the shops, but not many. I've still got it set at 3 days, but am probably going to change it to 1 today or tomorrow :)

We've made some alterations to the shops today that should get items restocking more often. What happened is because the algorithm favored "choosing" items that hadn't restocked in the longest amount of time, it typically chose rare items which have a harder time (obviously) going into the shop.
It's now been somewhat randomized, and the number of items chosen per restock has been increased slightly.
We'll be watching to make sure this fixed solved all of these problems!

I'm not the one working on restocking, so I can't really say how many exact changes Keith has made (though he's posted quite a bit about the issue on the Almost an Hour between restocks thread). From a programming standpoint, I can understand there being time between tweaks because you need to see how things play out through a few restocks before messing with it more.
