I had 300k sP on-hand when I tried to zap my pet into an experiment pet, but I obviously did not have enough. It said I didn't have enough, so I went to withdraw from my sP storage. When I went back to zap my pet, it said the zapper needed to recharge. I don't know whether or not my wizard tokens were taken, but I do know that my sP wasn't taken. Now, I can't zap my pet. I have to wait 2 hours. I don't believe it did anything to my pet, either, since it said that I didn't have enough to make it an experiment pet. I wasn't sure whether to file a ticket or post it here in bugs, but it seems more like a bug to me.
