Got a RE stating the tempest wanted to play with me, 30 seconds later it stated it had been to long. what the heck?

Not sure about the time the link stays active, but I guess it should be at least 1 minute. If you leave the page where you got the RE without seeing it and go questing, for example, you could really lose Tempest (that already happened to me D:)

I opened a new tab went to ss quickly found the item and went back within 30-45 seconds and it was expired

You are not finding an item for the tempest. She is simply giving you an item.
