Yes. At least it IS available in the salon/highlights dropdown. Never tried it myself but I just checked and it's there for me. It's like the cruise-specific hairstyles from a couple years back--once you paid for 'em they became permanent and tweakable.

It's black in the salon! Okay, this is a bit more complicated that I was anticipating... I love these type of challenges!

Maybe you have to equip/save to to your HA in the base color you want first (or maybe you've done that?) before streaking? I've not ever actually used the salon I don't think.
