I think she means that second batch/in shop will be 500, unless slotting the second one fills completely in which case she's willing to discount a full second batch to 450.

It makes sense to me as I'm reading it right now (unless it had been changed since). First = 400, second is 500, unless filled, in which case 450. The wording is a little weird, but that's how I'm reading it.
