I got 8 from quentin and 3 more by doing shinwa. So out of 20 quests so far I got a token on over half. I think you were just unlucky.

It is still all up to luck =/ I didn't get a lot yesterday but I am getting tons today shrugs

The code that gives out the tokens. You have a 50% chance on each quest to get tokens.

[edit] The increase was only in effect for yesterday, not until the 10th.
