Free Username Change Error?

So I've been missing for a long time due to real life issues and I come back to find that someone claimed my old username. A notification came up on the side saying that I could have a free username change, but when I went to claim that it said I didn't have enough credits? Is there a set amount of time for you to claim this free UN change or is this just a bug?
