What do you mean what's up? It's a retired system for awarding Cash Shop (CS) purchases. You used to get a random bobblehead with every purchase (that wasn't a credit gift card), some were super are and some are just cheapos. You can still complete your collection as far as I know, but the bobbles are no longer been given out.

Once the collection is complete, you get a set of items (some wearables, a weapon). The items are set, so you can look it up if you like. The older set has a pretty good weapon, so a couple of the bobbles are 50+m or so n_n;
