Noelle (HA form) but with her wings (there isn't an item on here that accurately represents them, but they are based on stained glass windows, similar in concept to this fantastic painting?) Meant to be of Nordic (Icelandic) descent in terms of other features.

Hair is at least shoulder length, but you can feel free to play with style so long as it is rainbow colored, as well as playing with wardrobe if you like (or can stick to what's on the HA ref).

Awesome! So she's a bit of an adrenaline junkie in a less than legal way? she's from a fantasy setting with a sort of medieval feel? But she'd be the type to go attempt to take something for the thrill of seeing if she can get away with it. She'd return whatever it was later. Likes to sneak around although she's not actually the quietest or stealthiest person around. She also really likes the rain (being in it, seeing it, etc) and is relatively fearless. She's a bit smug, too, and thinks she's cooler than she really is, basically.

I don't know if that helps any ideas you may have, but that's what I've got.
