I believe that they are not discounted because they are already pretty cheap. But I can put in a question to see later when I get home.

Just an update that I did post the question and will let you guys know once I hear back!

I doubt that even if they put the neelas and elixirs on sale that they will discount the collection items. They are already 25 CSC.

I have gotten official word that they were never intended to be put in the sale. Sorry for the wait but in this case it would not have mattered! Locking since this was not a bug.
