When submitting a billboard over 1 MB,

If this is not supposed to be a bug, but a real limitation, then please add to the instructions on the main page that, besides having the appropriate dimensions, the file shouldn't be over 1 MB in size as well.

It was confirmed that this is not an error.
also added a warning to the billboard page so everyone will know in the future. :)

Thank you (and too)! Yeah, when I realized it, I supposed it was another restriction (makes sense, 1 mb is a fair bit!), but since it wasn't listed on the page I had to rush to get my gif compressed on the last minute >.< Good to know it'll be there for future reference ^u^
