Trying to do her quest, she sent me to Pete, I did a quest and he didn't give me the bracelet piece. Tried going back to shinwa, following the link back to Pete, another attempt, still no piece. Tried a third time even with no luck. Yet the wizard gave me the piece first try.

I did have it one more time a day or so later with pete again, but it seems to have cleared up now, thanks for the response! And love your ha :)
