I have been wondering--when you judge this, are you going to pick winning people or winning avatars? And after that, what's your policy on the designs people entered? For instance, if I don't win anything, can I use my designs on my own avatar? I'm not quite sure how these contests work :)

You really like that hair don't ya. I will be picking the winning avatars, as it might not be fair to others who entered later and didn't win because they only had one. But, each winner will only win once, like for instance if you get first place then your avatars can't win anything else. And yes, you may use your avatars on yourself if you don't win.
