What is this item and when/where was it released?

It was released yesterday in the Fragmentizer Shop (located in Delphi Beach). 200 was in stock and it cost 100 Crystals.

frankly, i thought it could look a lot better. it looks funny to me. its not something im trying to run out and grab anymore. i did in the beginning before it had an HA outfit, but that was because i had high expectations for it. but it seems to be not that great as to what i was hoping.

at least there are plenty of others out there who love the item. glad you guys finally got it.
