Well yes. But just a quicky example. If you buy a box barilla for $2.00 and are getting a discount for $0.5, your box is $1.50 in the end. BUT there might be products which are even lower than $1.50 - even without discount. A package of rice, for example, could be even cheaper. But i don't know the exact prices, you'd have to do a bit of research what is the cheapest. Might save you even more money.

For your canned corn and canned green beans, those are your share of vegetables. However, aside of eating them "raw" or as topping like on pizza, you can't really use them for cooking any further. I'd see garlic powder, dried basil and sugar as "spices". If you intend to cook yourself but have to rely on just a few ingredients, it helps a lot to have a stock of spices. Eating the same all day gets boring pretty quickly and spices help you change the flavor. So even if they seem a waste of money, they help. Your angel hair pasta can be part of either main- or side dish, you just gotta boil it. But i personally would go for some other carbs too, since thats what really fills you up. If you want to use your all purpose flour properly, you'll need a liquid and eggs. I would not waste milk on the dough, but rather use water instead.

With the above points in mind, i wrote down what i personally would stick to for my shopping list:

Canned and frozen goodies with a more versatile usage: canned beans (not green), canned chickpeas, canned tomatoes, tomato paste, mushrooms (canned, frozen or fresh), broccoli (frozen), spinach (frozen) and similar stuff

Spices with strong flavor and other basics: salt, pepper or paprika, curry powder, fresh garlic, oil and vinegar

More carbs: rice and potatoes

Ingredients i'd use to create sauces and similar: onions, tomato paste, cream, canned fish or meat (like ham)

Ingredients you'll need for your flour: eggs and water (or milk)

Other goodies, since you can't cook 3 times a day: Cereals, toast or bread, spread and/or cold cuts of some kind

Well, thats just what i would do if i'm low on money and go to shop for food basics. Already prepared food/meals (like frozen pizza) might be cheap in the short run, but those are usually for one meal only. If buy the ingredients to cook yourself, you are saving a lot of money in the end.

(i guess you already looked for it, but i stumbled over a coupon "printout" thingy for walmart HERE)
