I am going to upgrade my Keeper GA to Quester. The Keeper expires today, but I am unable to purchase the Quester. Do I have to wait until a certain time of day? Or until tomorrow? TIA.

I believe you have to cancel your active subscription and sign back up with the new subscription you want.

sorry, I didn't explain it very well. I actually canceled it a couple weeks ago and it ends today so I was going to purchase the new one today.

If its like other timing issues onsite, you'd have to wait until after the specific time of day you purchased it. But this is a guess, I don't know for sure.
