sob I have a pet I took to the top of tier 1 and kept her there for years, but I think I accidentally used an egg on her and now she's tier 2 and leeching doesn't bring her back down. sob

Not that we've had an event where prizes get distributed by tier for years anyway, but it was nice to keep her there just in case.

Leeching will bring her back down, it just takes a little while for the Pets page to update. If you visit her Spend EXP page, it should show you the current stats and tier after leeching.
