It looks like that player's account is frozen. This may have been done by self-freezing, or due to rule violations. You can check out the rules here (also linked at the bottom of each page).

There actually is a rule against discussing frozen users, so I am going to go ahead and lock up this thread. If you have any further questions or issues on the topic you can file a ticket and a User Admin can assist you!
