I think that's just the cost for submitting. You can choose the sale price later, but that 250 would be the base price.

I don't have to select number of copies yet right? It all initially gets uploaded as unlimited?

Yeah! After you can set limits. I've never actually done that myself (just done unlimited), so someone else will have to advise.
