I think they're being really stingy with flowers right now.

Mine been browsing several tabs, quests, boards, an mine routine. Mine also use code to place the flower on my page's top left corner. Mine isn't keeping track, but it seems you've just gotta be persistent.

Perhaps more active browsing can increase the odds. Mine fly through every sit down.

Doing daily quests, rearranging my vault/inventory, managing shops and reselling. All things I normally don’t do cause I forget. I would get a flower about every ten pages. It usually gets more frequent as the event draws to a close.
