So I know it's been over a year but this was on the timeline to be addressed. See Upcoming: Rarity Squish! which then was going to be the set up for a restocking overhaul.

Will we get this overhaul before or after the Tea House, Lower Westside map and revamped gardens? :D

Reading this topic. I don't make money by RSing, but since no one else does either apparently, maybe we can cut that "You can only buy an item every 5 seconds! Give everyone else a chance." error. Maybe to 3 seconds?

It's a real crotch-kicker when you're grabbing items for a quest :'D

It's probably more to not overload anything, but can it be something to consider? We don't have enough players anymore to fight for items in a RS.

I've given it a few weeks to see what happens. I'm quitting an increasing number of daily quests because the user shop prices are too expensive to make them worthwhile. This suggests that the main shop restocks are bad lately.
