Games are inherently unfair, by the OPs definition of fair. It's what makes them games.
Restocking, even if it did compensate for user speed would still be unfair, it goes to the people who are fast and agile. European and Asien internet speeds are higher than most Unitedstatian ones including mine. I can still snag goodies out from under them when I am insomniac, and I have arthritis and am old and slow I have been having better luck since the six-minute thing.
