Are either of you still unable to add hair layers?

Does the option not show up if you go to the: Hair tab > Select the new hairstyle > Add to Avatar (under the hair preview)

I am pretty sure that this is related to the board below. This actually seems to be a duplicate topic. You can do the hair salon but you would have to do it before putting clothes on the avatar.

Can&;t add salon hair unless naked
