ToT items aren't weighted at all, so you might just have bad luck if you're only getting old things. :(

I haven't forgotten about them! I have something planned for them outside of the patch (as a joke about not being spotted in years).

As far as 2018 items, they're still going to go out as well. I've got a plan for them that doesn't involve Trick or Treating this year. :) Like said, we won't need to have these 2005-2006 items out next year via ToT since they've devalued a lot (about time!!!). In September of next year, I'll see if it's worth bringing back other old items or just do the usual previous year + current.
