Some possible solutions for this:

Only the thread creator is allowed to necro the thread after a certain amount of time. AND / OR allow thread creators to ask Mods to 'Revive' their old boards aka grant permission by posting in said thread giving people permissions to post again.

Allow the thread creator to lock their own thread (and not be able to unlock it without help from staff) to show they're no longer interested in maintaining the thread.

Have threads automatically lock after x amount of time passes so they cannot be necro'd at all, and raise the necro limit to at least a year, standard.

It's not a problem I have personally (having no shop and rarely posting on the forums in general), but I do support the altering of the necro rule since it's outdated and quite bothersome for artists. It doesn't even make much sense to not be able to reuse your old shop.

I don't remember when I ever checked page 2 of any forum, I think most of them just don't move fast enough for that to be useful. Maybe the rule could be amended based on how active that particular forum is, so for most of the creative "user shop" related ones, as soon as a topic gets to page 2 it can be either recreated or necro'd by the creator?
