Heesh, look at the price of pre-made Sancturias. Make them yourself if you can.
OMG the original pre-nerf ones were so awesomesauce. And those reflecting shields. nostalgic sigh
I really started using CE and SE scrolls with my smaller pets because it's very easy to quickly bypass tier limits by just reading a ton of books, most of which are seriously cheap compared to the costs of weapons to come. They don't require the speed that Shrieks do.
These are my condensed remarks about the challengers in the level 21-25 range, as well as some weapons that were recommended. My remarks on the weapons are based on battle quests level 21-25, and not all challengers in general. Both are important, but battle quests are more so when you do them for daily exp.

Level 21-24 challengers
Cursed Effigy
It has no defense against fire, water, and light attack. The Prodigy Staff has high water attack, and some cheap weapons like the Blunderbuss and Lightbulb Nunchucks won't be blocked either. You don't need to care about their lack of healing, because you can't heal. Dark is always included in its attacks. Having fatal Fire scrolls helps with blocking. It's probably the easiest of the group.
Mornrise Serpent
A Turkey Quill and Panzer Hydra Blade is a good beginners set, as they block wind, physical, and light while providing a good heal.
Sandragon
It does heavy water attacks. If you have the Trident, it will block a good amount of wind, and the blessing is very useful at recovering HP while stopping earth and water attacks. If you have a Turkey Quill, you can generate stealing fodder but you'll have to endure until Sandragon steals enough to weaken its attacks. The Frostbite Amulet can chain freeze and block much more water, but it's also heavily blocked.
Saggitarius
Light and dark are common in its attacks. There has been suggestions of Chancellors War Shield or Mirroring Shield of Brilliance, but they are CS weapons. Also using one of them, you sacrifice one of the two weapons to attack Saggi, and this will result in a long battle. Malice is an another option for high HP pets although the tradeoff is no healing from it.
The Gate Keeper
Blasting won't do so well against the vast BHH arsenal, but if you are lucky to blast the Possessed Bow it will make things much easier. A dark blocker and antifreeze blessing greatly helps. Malice will block some dark and hit it hard, but at the expense of healing. Its wind attacks are also common, so a Trident or Turkey Quill helps too.
Surge
It has no defense against ice, dark, or freezing. You can consider using a Frost Thorn as it does 30 ice and chain freezes, but the freeze rate is low and it doesn't heal or block. The Frostbite amulet is another option with water block, although its ice attack is much lower. Since Surge frequently boosts, freezes, blocks, and heals, it is arguably the worst of the bunch, and really should be miniboss level.
Level 25 challengers
I won't get into as much details. If you could beat the level 21-24 challengers, some of these will be straightforward.
Bonesaw
(See Sanddragon) It's also much easier than it.
Dean
You won't have too many problem when using a Trident or Turkey Quill which blocks physical and wind.
General Error
This is heavily luck based at tiers lower than 10 if you don't have high AP and chain freeze scrolls. You need to jump the hoops with antifreeze blessings, while blasting its healer if possibly, and not blasting its stealer if you want it to steal your Turkey Elixirs generated from your Turkey Quills. At tier 9, you should get an Intricate Energized Helmet from the battle shop, as it activates an antifreeze blessing for 2 turns.
Ice King
The Trident or Turkey Quill will help block its wind and phy. Note that its beatable with high HP pets with considerable difficulty as low as tier 7 without too many scrolls, but at tier 10 the Unstable Syringe makes ice blocking and healing much easier.
Meatslab the Awakened
Blast its Glowing Bluud Wands to reduce its healing. A prodigy staff can block fire and curse to get around its block. You can toss an Item Hunters or Acorn bomb to curse it, as the battle will be long.
Raging Storm Sylph
You need something which blocks lots of wind for sure, such as the Trident. Pair with a chancellors War Shield will block physical and dark. It hits hard and crits hard.
Scavenger
This should be very easy and unremarkable. Watch out for its stealing, although it's rare.
Slaglord
All of its attacks include fire. A prodigy staff will help. You can toss an Item Hunters or Acorn bomb to curse it, as the battle will be long.
There are a few weapons that were mentioned frequently, especially the Blessed Trident of the Banished One and Turkey Quill. One of the reasons is because wind's a common attack from challengers, and physical as well. Other reasons are that the Trident hits hard and blocks more at higher tiers, and the Turkey Quill is very affordable while healing a large percentage and generating stealing fodder. However, it's more suited for a higher HP build, which your pet clearly is right now.
I never mentioned the Rapier of Error, and actually prefer the Ice Thorn instead for battle quests. The main reason is Surge. You can't curse it, and the rapier attacks much less ice. The extra freezing and curse chance scales with speed tiers 1100-1300+, which your pet will probably be T10 by then.
The full blockers aren't necessary, but will help most for Tormented Effigy. I'd save the funds for the Soma Tablets instead.
The Malice is somewhat niche for high HP builds. It's best against Saggi, Meatslab, Gate Keeper, if your pet can handle the initial punishment.
The Forj Tempered Shield isn't as good as the Flayed Lord Breastplate. The breastplate doesn't break and can boost def. It's also very affordable. However, its not perfect as there's a lottery with a slim chance of it blocking nothing.

My post is not a complete guide, but more as tips which may not be covered elsewhere.
Even with better weapons, it will be tough batting this group until your pets get more stats from the exp. You'll get the hang of what's better or ineffective against the challengers soon.
