I did all my quests today and yesterday. I got two yesterday, one today.
I've gotten two so far, maybe one a day from doing my 80ish usual quests? So did my friend who joined recently, so I guess it's not too rare.. I've never used one though, since the item I want that's CSC keeps giving me a 'wrong password' error. rip At least they still sell well.
