It sounds like you have what needs done down well as far as the leaking goes. You can't fix this guy's rampaging stupidity though, he knows the laws, he's just using scare tactics and sounds like an awful bully trying to see if you'll roll over.
I met a boy like that years ago... he picked at me til I finally gave him what was coming to him which was a bloody nose and a black eye. While I wouldn't advise doing that to my extreme, there isn't any harm in standing up for yourself. Ever.

If the man has no paper and no proof, he cannot raise your rent whenever he wants. You can refuse a rent raise. He will have to taken your to court since he cannot evict you either out of nowhere. Make sure you have extensive pictures of your bathroom. Do you have pictures from before going into this unit? If no, always take pictures right as you acquire the unit. Go through your lease and read everything. If he has done things that aren't written on your paper: he is to be blamed and it is your win. Record any conversations you have with a plumber (if you do get one).
Meanwhile, is it possible for you to dry the area with a small fan? It will prevent the ground from getting more soaked. (Source: I'm a volunteer in a non-profit organisation that protects and educate people concerning lease, households and rights)

No... I never started taking pictures until 2011, but it wasn't steady. BUT.. it's still proof, as in... I can't make it up. The police women told me pictures don't lie.
