Poking in here to say that the releaser of the overlay is . Looks like they're still semi-active.

Also neat trick I learned recently is that if you hover over the item image and then (on a computer, not mobile) drag the image to the search bar, it'll give you the item url-- In this case, it gave https://img.subeta.net/items/custom/508790_185313.gif . The first set of numbers is the user who released it (so user# 508790). All you have to do to figure out who that is is to go to the base profile page (https://subeta.net/users/****) and put the user number after the users/ part of the page. It'll bring up that person's profile.
