Am i allowed to ask people for their coupon codes (in the cash shop) if they aren't going to use them?

when it comes to questions about rules, it's just best to ask via ticket because if you ask on forums, users may give you inaccurate information and lead to you getting into some sort of trouble. if you ask staff via ticket, you won't get inaccurate information :)

Oh, that makes sense. I thought that MODS were the only ones who were allowed to answer the questions posts in this section.

Most of the time, other users answer questions here. Occasionally you'll get a response from someone on staff though =)
