This is extremely untrue! Please do not follow this advise. Accounts do not clear. (This is a good example as to why we always recommend filing a ticket for rule clarification -- you can get bad info from other members, however well-meaning they may be.)
As indicated by site rules, you are strictly limited to playing on your original account. The exception is if your account has been frozen by staff for a major rule violation (or repeated violations, etc.) and your account is permanently suspended. In that case, you are typically permitted to rejoin on a new account when 12 months have expired from the most recent date of freezing.
Self-freezing and being frozen by staff are two totally different circumstances.
A self-frozen account does not clear and the owner does not become eligible for the creation of a new account. That account can be unfrozen at any time by the owner, and if the owner wants to play on the site again, they must use their original account. The account going inactive is not grounds for the creation of a new account. They may lose their username or pet names, but are given the option to rename for free upon their return.
An account that has been frozen by staff and is permanently suspended cannot be played on again, obviously, and they are not allowed to return to the site for 12 months from the date they were frozen by staff, at which point their only option is to make a new account (because the old account is lost forever as part of the "punishment.")
