So, I've been working on your profile! I made a minimalistic layout, with the spinning wheel and hover effect. The scroll bar shouldn't show up in any browser. Here's the live preview. If you think it's too simple or want any changes let me know, I don't mind changing anything at all c:

Omg I have no idea how to do that. As far as I'm concern THIS IS possible without JavaScript, but the problem is: It's not about just hovering over the wheel, there is two boxes in front of it, so you would have to spin the wheel when hovering over those boxes. But I'm using three columns here, one for the wheel, one for the pets and one for the rest of the content. So the idea would be: when you hover right, over one of the boxes, like pet, the wheel would spin clockwise, and when you hover left, over the other box, the wheel would spin counter-clockwise. Now, I don't know how to make hovering over one column to interfere in other column (the wheel column), I don't think it's possible actually.

I made the wheel slower, perhaps that would make the effect a little softer? I can think in a different solution if you want though!

That clockwise/counter clockwise effect sounds nice, but if it's cumbersome and complex or unfathomable, then, please don't trouble yourself. I feel like I'm making a bother already ^~^" Otherwise, if you could get the boxes far to the sides in the empty black spaces, to leave the wheel with nothing in front of it, that would then be perfect :D

Okkk, I think you do need javascript to make this hover over and make the image follow the mouse. But maybe I can create a trick, idk. I'll think about something... I'll let you know in a little bit if I can create something. About this clockwise/counter clockwise effect when hovering over the columns, I don't think it's possible to a column to influence in another column transition effect, only two sections inside the same column...

alright c: Okay, so I was able to do something like that: click, when you hover over the wheel it will change direction when you move your mouse to left to right. It won't happen the other way around though. I particularly prefer the wheel moving constantly, but of course you are who knows (: let me know what you think, if you would like any change at all, I'm here to help!
