is that still random? a couple of months ago i got an event saying i could enter! but now when i try to enter its says i dont have access

You don't get an event to say you can enter. Perhaps you're thinking of the Bumbus event? That event doesn't allow you into the blue building, it only allows you to get a bumbus pet if you qualify to get into the building.

When you go to the building you should have a list with - (COMPLETED) or I think Uncompleted, that should let you know what you still need to gain access.

If it still says you need a password, then yes you will get the RE for it by refreshing on the Blue Building page.

The password is random - It will show up randomly by refreshing on the blue building page. Sometimes it might take a while before it shows up, so keep trying!

Also - It won't actually ask you for the password, you just need to get the event. You don't actually need to record it for anything. But, it's still a good idea to record it, because it's good info to have if you ever need to recover your account.
